It tries to be many things at once. 1) An attempt by the press to latently claim responsibility for a launch failure in Iran. The reader must presuppose that anything Trump says must be a lie. 2) Reassure the reader that there exists something like The Brotherhood from 1984, tirelessly working to expose internals of the dastardly administration: "A U.S. defense official told CNBC that the picture in Trump's tweet, which appeared to be a snapshot of a physical copy of the satellite image, was included in a Friday intelligence briefing.". 3) Let us know, that in the expert opinion of the deputy director of the Open Nuclear Network and director of the Datayo Project at the One Earth Future Foundation, Trump was not allowed to release the image.

Right but is it still a leak if you're the one in charge?

Given the President's broad declassification powers, probably not. But I will fondly regard it as a leak.
