Security Oversights Set the Stage for Killers' Escape

The NY Times reports that although no single lapse or mistake in security enabled two killers to break out of the Clinton Correctional Facility two weeks ago, it is now clear that an array of oversights, years in the making, set the stage for the prison break and for the ensuing manhunt. According to the Times, a sense of complacency had taken hold that in some ways might have been understandable. There had not been an escape from the 170-year-old prison in decades, and officials say no one had ever broken out of the maximum-security section. “As the months go by, years go by, things get less strict,” says Keith Provost. Unlike many prisons and jails across the country, there are no video cameras on the cellblocks at the Clinton facility that might have detected suspicious activity and although prison rules forbid putting sheets across cell bars to obstruct viewing, in practice, officers say, inmates frequently were allowed to hang sheets for lengthy periods. Officials ssay there is a good chance that the two men had been at work on their plan for weeks, maybe months. Night after night, the authorities have come to believe, the two men stuffed their beds with crude dummies, slipped out of holes they had cut in the back of their cells and climbed down five stories using the piping along the walls. They then set to work inside the tunnels under the prison, spending hours preparing their path of escape before returning to their cells unobserved.

Prisoners have 24 hours a day to find breaks in the system. says Pennsylvania Corrections Secretary John Wetzel adding that it could be a loose chain link or peeling paint around vents that could give the prisoners what they need to develop a escape plan. According to Wetzel, when people are sentenced to a life in prison, they have all the time in the world to come up with escape plans. "If you have life to plan it out, you can wait for your opportunity."

Manny Fernandez writes in the NYT that the scores of military and police-style vans, trucks and cars offered for sale on Craigslist and eBay have raised concerns for some law enforcement officials particularly after the Dallas attack on a police headquarters but officials say the vehicles appear to be legal for the most part, so there is little they can do. Jeff Funicello, for example, is selling his black 1975 GMC armored truck on Craigslist. The body is armored, and the windows are bulletproof. It has sliding portholes to point rifles from and a sprinkler system inside. Long ago, it transported money, and it was once the target of a shootout in the 1980s. Of course, people have been driving reinforced cars long before the Dallas attack on a police headquarters. But the celebrities and executives who install bulletproof windows and other types of armor on their vehicles often do not want it noticed. Celebrity clients generally demand that the exteriors of their luxury armored vehicles look normal so they blend in. However those who buy and sell armored vans want people to look. And the popularity of apocalyptic movies and television shows has put a new twist and added a macabre cachet to such vehicles “This is America,” says Funicello. “I should be able to have a howitzer or a bazooka if I want one. If I wanted to buy a fire truck, I could.”

Harriet Alexander reports in The Telegraph that Julian Assange's three-year stay in the Ecuadorian embassy has cost British taxpayers more than $17 million for around the clock. police surveillance at the embassy. The Metropolitan Police refused to discuss how many policemen were deployed to the embassy, but they did confirm the cost. The Met said the figure included $10.3m of what they termed "opportunity costs" – police officer pay costs that would be incurred in normal duties – and $4.3m of additional costs such as police overtime. A further $1.7m was put down to "indirect costs" such as administration. Assange challenged his extradition order to Sweden through the courts, but when his appeals failed he absconded and sought refuge inside the embassy of Ecuador – a country whose president has spoken publicly of his support for the 43-year-old computer hacker. Ecuador granted him asylum in August 2012, but as soon as he sets foot outside the building Britain will deport him to Sweden. He has been indoors ever since.

The Swedish director of public prosecutions, Marianne Ny, has grown impatient. In March she said that she would consent, reluctantly, to interview Assange inside the embassy – because the statute of limitations for some of the alleged crimes runs out in August. "Now that time is of the essence, I have viewed it therefore necessary to accept such deficiencies to the investigation and likewise take the risk that the interview does not move the case forward, particularly as there are no other measures on offer without Assange being present in Sweden."

Encryption Would Not Have Protected Secret Federal Data

Sean Gallagher reports at Ars Technica that Dr. Andy Ozment, Assistant Secretary for Cybersecurity in the Department of Homeland Security, told members of the House Oversight and Government Reform Committee that in the case of the recent discovery of an intrusion that gave attackers access to sensitive data on millions of government employees and government contractors, encryption would "not have helped" because the attackers had gained valid user credentials to the systems that they attacked—likely through social engineering. Ozment added that because of the lack of multifactor authentication on these systems, the attackers would have been able to use those credentials at will to access systems from within and potentially even from outside the network. "If the adversary has the credentials of a user on the network, they can access data even if it's encrypted just as the users on the network have to access data," said Ozment. "That did occur in this case. Encryption in this instance would not have protected this data."

The fact that Social Security numbers of millions of current and former federal employees were not encrypted was one of few new details emerged about the data breach and House Oversight member Stephen Lynch (D-Mass.) was the one who pulled the SSN encryption answer from the teeth of the panel where others failed. "This is one of those hearings where I think that I will know less coming out of the hearing than I did when I walked in because of the obfuscation and the dancing around we are all doing here. As a matter of fact, I wish that you were as strenuous and hardworking at keeping information out of the hands of hackers as you are in keeping information out of the hands of Congress and federal employees. It's ironic. You are doing a great job stonewalling us, but hackers, not so much."

USAF Cuts Drone Flights as Stress Drives Off Operators

The NYT reports that the US is being forced to cut back on drone flights as America’s drone operators are burning out and the Air Force is losing more drone pilots than they can train. “We’re at an inflection point right now,” says Col. James Cluff, the commander of the Air Force’s 432nd Wing. Drone missions increased tenfold in the past decade, relentlessly pushing the operators in an effort to meet the insatiable demand for streaming video of insurgent activities in Iraq, Afghanistan and other war zones, including Somalia, Libya and now Syria. The biggest problem is that a significant number of the 1,200 pilots are completing their obligation to the Air Force and are opting to leave. Colonel Cluff says that many feel “undermanned and overworked,” sapped by alternating day and night shifts with little chance for academic breaks or promotion.

What had seemed to be a benefit of the job, the novel way that the crews could fly Predator and Reaper drones via satellite links while living safely in the United States with their families, has created new types of stresses as they constantly shift back and forth between war and family activities and become, in effect, perpetually deployed. “Having our folks make that mental shift every day, driving into the gate and thinking, ‘All right, I’ve got my war face on, and I’m going to the fight,’ and then driving out of the gate and stopping at Walmart to pick up a carton of milk or going to the soccer game on the way home — and the fact that you can’t talk about most of what you do at home — all those stressors together are what is putting pressure on the family, putting pressure on the airman," says Cruff. The colonel says the stress on the operators belied a complaint by some critics that flying drones was like playing a video game or that pressing the missile fire button 7,000 miles from the battlefield made it psychologically easier for them to kill. “Everyone else thinks that the whole program or the people behind it are a joke," says Brandon Bryant, a former drone camera operator who worked at Nellis Air Force Base, "that we are video-game warriors, that we’re Nintendo warriors."

Mike Hale writes in the NYT that after Sunday night’s Season 5 finale the wildly popular show seems to have lost its way, and to be losing faith with a growing number of its viewers. After two or three seasons of coherent and satisfying action, the show is spinning in place, stalling for time as it crawls toward an ending that will be more disappointing the longer it’s delayed. Sound familiar? As with “Lost,” there may be a blueprint, but it’s not looking very sound. According to Hale, the escalating series of shocks in the season finale was a prime example of substituting sensation for imagination, busyness for drama. "Not content to kill off a mid-major character, the episode moved on to whipping girls, putting a major female character through an excruciatingly long, nude walk of shame and, in its closing seconds, assassinating a fan favorite who was one of the few wholly sympathetic figures in the show."

Amy Sullivan says that the problem is that it's incredibly hard to craft a epic series without getting necessarily bogged down in the middle installments. "Your protagonists are usually in some long-term predicament or up against an enemy who will keep winning until some resolution is reached in the finale," says Sullivan. "So the need to throw in a few shocking moments for the sake of surprise and to keep readers/audiences off-balance is understandable." According to Hale when you look at the overall framework, nearly all the characters are where they were when the season began. "The usurping Boltons are still in Winterfell; Sansa is still on the run; Arya is still hiding in Braavos; the dragon queen Daenerys Targaryen and the sly dwarf, Tyrion, are still marooned in Essos; the Lannisters still occupy the castle in King’s Landing," concludes Hale. "This can be blamed on the show’s semidependent relationship with Mr. Martin’s novels, but viewers (like me) who haven’t read the books don’t care about that. The question is how much longer we’ll care at all."

Reuters reports that according to the Sunday Times Britain has pulled out agents from live operations in "hostile countries" after Russia and China cracked top-secret information contained in files leaked by former US. National Security Agency contractor Edward Snowden. According to Rupert Murdoch's Sunday Times unnamed officials at the office of British Prime Minister David Cameron (paywalled) say China has also cracked the encrypted documents, which contain details of secret intelligence techniques and information that could allow British and American spies to be identified "Western intelligence agencies say they have been forced into the rescue operations after Moscow gained access to more than 1m classified files held by the former American security contractor, who fled to seek protection from Vladimir Putin, the Russian president, after mounting one of the largest leaks in US history."

However David Davis, the Conservative MP who is one of the leading campaigners for privacy, says: “We have to treat all of these things with a pinch of salt.” Davis says the use of an anonymous source to create scare stories was a typical tactic and the timing was comfortable for the government. “You can see they have been made nervous by Anderson. We have not been given any facts, just assertions." Andrew Mitchell, a former cabinet minister, says he is sure the Sunday Times got the story because of the Anderson report and added “I think we have to be very careful of the argument ‘listen sonny, we know what you don’t know and therefore you should do what we say’. That is not a good argument; we need to have a proper debate about all of this. I don’t approve of what Snowden did, but I have to say having been to Washington recently that there has been a massive change of view in the United States, not just people like Rand Paul and so on, there’s a massive change of view about the debate and that has resulted from Snowden, whether you like it or not.”

Adam Chandler writes in The Atlantic that last week it was revealed that all of the data on Standard Form 86— filled out by millions of current and former military and intelligence workers— is now believed to be in the hands of Chinese hackers. Form 86 requires that an applicant disclose everything from mental illnesses, financial interests, and bankruptcy issues to any brush with the law and major or minor drug and alcohol use. The application also requires a thorough listing of an applicant’s family members, associates, or former roommates so hackers may have troves of personal data about Americans with highly sensitive jobs, but also the contacts or family members of American intelligence employees living abroad who could potentially be targeted for coercion. At its worst, this cyberbreach also provides a basic roster of every American with a security clearance. "That makes it very hard for any of those people to function as an intelligence officer,” says Joel Brenner. “The database also tells the Chinese an enormous amount of information about almost everyone with a security clearance. That's a gold mine. It helps you approach and recruit spies."

Meanwhile the number of current and former federal employees compromised has ballooned from 4 million to as many as 14 million. The scope of the breach is remarkable, experts say, because the personnel office apparently learned little from earlier government data breaches like the WikiLeaks case and the surveillance revelations by Edward J. Snowden, both of which involved unencrypted data. “This is potentially devastating from a counter­intelligence point of view,” concludes Brenner.
