Greene offers bill to abolish Section 230
Rep. Marjorie Taylor Greene (R-Ga.) on Thursday is introducing a bill to abolish Section 230 — the law the protects online platforms from liability — on the heels of Twitter accepting Elon Musk's offer to buy the company and take it private.
Greene's bill would eliminate the law making online platforms not liable for content posted by third parties and replace it with a provision to require "reasonable, non-discriminatory access to online communications platforms" through a "common carrier" framework that Greene compared to airlines or package delivery services.
Republicans have long claimed that social media platforms have an anti-conservative bias, pointing to tweets that have been taken down and the removal of entire feeds from networks.
[....] Titled the 21st Century FREE Speech Act, Greene's measure will serve as the House version of a Senate bill sponsored by Sen. Bill Hagerty (R-Tenn.).
To combat the alleged bias against conservatives, it would prevent online communications platforms from exerting "undue or unreasonable preference or advantage to any particular person, class of persons, political or religious group or affiliation, or locality" and would provide consumers a mechanism to sue for violations.
Should any platform be liable for someone else's speech? Even if they engage in moderation?

You are rather naive. The electorate is so poorly informed, they don't know what to ask for, or what their representatives might give them. Not to mention that so-called representatives often run on a platform, which they intend to scrap on the evening of the election. If/when voters actually pay attention enough to know what a candidate is actually offering, and if/when voters continue to pay attention to see whether that representative lied or not, THEN we might have some decent government.
Sometimes, I think voting really should be mandatory. You MUST vote, and you MUST display some minimal familiarity with the issues, as well as the candidates. But, what a bag of worms to get such a law passed, then put into force!

You know, I used to think so, too. A couple days ago a Soylentil in Australia said he'd rather pay the fine than vote this time. Apparently voting there is mandatory, something I never knew. Yet Australia built internment camps for people suspected of maybe perhaps having the coronavirus.
In other words, mandatory voting still hasn't produced sane public policy in that country either.

Yes, voting in Australia is mandatory. Every adult has to turn up every couple of years and post a ballot - it's very easy, and a tiny price to pay for living in a functional democracy.
Should one really not want to specify a choice, you simply take the ballot paper, fold it in half and post the empty form in the ballot box. (This is called an informal vote [aec.gov.au] but only accounts for four or five percent of the votes cast.)
For those interested, here is how the process works in Australia:
Voting day rolls around - it is always on a Saturday. At some point during the day you walk up to the local poling place (invariably a local school or hall). You wait in line for maybe ten minutes maximum, chat with the people next to you, and when your turn comes you walk up the person sitting at a desk with a big printed book and stack of sheets.
The official asks your name and finds it in their big book. They cross-check your address. Then they ask "Have you voted earlier today?", to which you answer "No". Note: no identification required. You get the appropriate ballot papers and walk over to one of the cardboard booths, number the ballot paper with the supplied stubby pencil, fold the paper in half, and on the way out deposit your ballot in the box. Done.
Polling locations close at 6pm (don't quote me on that) and the result of the vote is usually clear later the same evening. All done with paper and a bit of hard work on behalf of the election officials.
(Yes, one can vote by post. It was reasonably rare prior to COVID.)
Some rural folk might need to drive a couple of hours to a poling place - but no worry, it's Saturday, you probably had to go to town at some point, and poling day probably coincides with some kind of town fair.
Rural or city, voting day always has somewhat of a party atmosphere. Outside of the COVID era, many of the poling places have community groups selling sausage sandwiches.
What Australians do not see:
Gerrymandering is an issue, but that seems to be an issue the world over.
The worst part is that we end up with a politician in charge. Democracy never quite seems to live up to its promise!
In parting, I should also mention that Australia uses the Single Transferable Vote [wikipedia.org] system. The huge benefit (in comparison to First Past the Post [wikipedia.org]) is that you can afford to vote for the candidate you actually want. If they don't win, your vote isn't wasted, it gets applied to your next choice.

Compulsory voting helps democracy because it samples the entire population, not just the extreme fringes.
Single transferable vote (ranking candidates) helps because your vote is never wasted. If your first ranked choice isn't going to win, your vote moves on to your second choice, then your third choice if necessary, etc, until someone wins. In Australia you have the choice to vote for a political party, or for the individual candidates separately, so if you like a party but not a certain member of that party, you can break up your ranking to place that person after other members of the same party, or even after members of other parties. So you can rank parties, or rank individuals separately.
In the last decade in Australia, the removal of party preference backroom deals also has reduced confusion among voters. Before 2013, you couldn't tell if a vote for a certain party could be redirected to some other party if your chosen first party didn't win a seat. There were backroom preference deals that allowed parties to direct the flow of votes a certain way, and you had to look up the official election website to see what deals were in place. I remember making a spreadsheet that year to see which parties were preferencing which other parties. But that practice was abolished after the 2013 election, so your votes can only be redirected if you explicitly write further preferences such as second, third, fourth. So now, the only preference deals are what's shown on the party-specific how-to-vote cards the marketing people hand out on voting day outside the voting venues.
Lastly, polls close at 6pm, and we use pencil and paper, and get a result almost always on the night. We have confidence in that method because we don't use voting machines which could be tampered with remotely or via hacking.

It's like the Ivy League lawyer governors knowingly passing blatantly unconstitutional laws or executive orders. There are a lot of people who are running around today that seem to believe the Republicans are a party in favor of personal freedom and liberty. In case you didn't notice, that's quite simply a lie: They're very explicit that they want to control things like who you are banging, what kinds of images and films you can see on a computer, what kind of religion you can practice, what kinds of clothing you can wear depending on what shape your pee-pee was when you were born, and what kind of music you can enjoy.
In the case of political speech, they'd really really like to arrange things so that the only kind of information you can encounter is that which is written, produced, and completely controlled by the apparatus of movement conservatism. You might be allowed a choice, but that choice is between Fox News, OAN, Sinclair Broadcasting Group, and maybe InfoWars to create a controlled opposition. The opposition to Section 230 is precisely because they want to have the power to control online speech with threats of organization-destroying lawsuits if the tech companies don't do what they want. And I should mention SN probably wouldn't be immune to this if anything were published here that they took notice of.
To understand Republicans, abandon any pretense of intellectual consistency or higher principles, and focus on simply what will give themselves the most power and money, and you'll be able to predict them quite easily.

The article describes his efforts to protect Uighur Muslims, Yazidis, and all manner of oppressed religious minorities (the ones that leftists always seem to clam up about for fear of upsetting their beloved Chinese Communists).
But, but, the article has to remind us what a bigot Trump is, because he says Islamic terrorists! Of course, this doesn't stop leftists from constantly talking about "Christian nationalists" and every other manner of horrible Christian this, Christian that. That's a good one. Were you around during the 80s and early 90s when music censorship was a major issue? I remember all those prominent Republicans who were leading the charge, people like Tipper Gore, Carol Moseley-Braun, Fritz Hollings, Judith Toth [wikipedia.org]... wait a minute those weren't Republicans at all.
Sure, some social conservatives were on board too, like Bob Dole, and Reagan was broadly supportive of the goal of cleaner music lyrics without actually endorsing any specific legislative action. But it's wildly wrong to characterize this as a Republican-only (or even Republican-led) issue.
And that's obviously why Republicans universally support free-speech-promoting policies, while leftists are currently melting down over the possibility that Twitter might start allowing people to post politically inconvenient facts [nypost.com]. Meanwhile, reinstatement of the "fairness doctrine" (in which the government mandates who is allowed to say what and when) is is mostly supported by Democrats and universally opposed by Republicans [wikipedia.org], because as Democrats occasionally admit, they think there are too many conservatives on talk radio, and they don't like that. And they want it to apply to everything, not just to public broadcasts [blogspot.com].

Not so fast. There are common carrier protections, which don't fall away just because a thing involved digital signals. Taking away 230 without a plan B would suck, but common carrier status is not a bad deal in itself.

Common carrier works fine for ISPs and hosting services, but it falls far short for community sites like SN. A community site that can't self moderate can't survive because it will be overrun by trolls and spammers, but the existing law is based around newspaper letters to the editor where every post is moderated before publishing. That's why Section 230 was created, to make live posting legally compatible with moderation.

You're pinning it down to one form of moderation, which just isn't true. Just off the top of my head, when you have a pseudonymous community supporting ad hoc pseudonymity for the otherwise accountless, self-moderation works very quickly and effectively. Go on, show up, rant about how the lizard people are sucking your precious vital fluids and you'll find that nobody cares and you can scream into a void to your heart's content but you won't have much effect on the virtual air quality. Similarly, community moderation afforded to users, along similar lines to the reddit strategy, is just fine under this model.

I think they should become liable the second they start moderating.
Public spaces, bars, ... where speech is had, the gov takes responsibility and gives possible victims of said speech possibilities for recourse. The gov can go after speakers of some "criminal" speech directly as well.
So, on a social platform that just provides space to talk without moderating, they shouldn't have liability. When you make active decisions limiting/altering speech, you take on some liability (also for suppressing speech you shouldn't have suppressed)
This sounds simple, but the gov believes that "criminal speech" that is not limited to a bar but to a giant audience is more problematic. They also face their own limitations that speech coming from outside their borders may not be at all criminal. So, they want someone else to do their job. Granted the platforms have a better position, but it would be nicer that they provide transparent tools the gov can use themselves with the correct warrants. (transparent: the public knows what was censored and why)

You should be able to moderate on your property. Like Fox News does. Like CNN does. You should not be liable for someone else's speech even if you do moderate.
That rule should apply to all platforms. Even platforms that support your favorite GOP or QAnon or whatever viewpoint.

Actually, I support reforming 230. Internet platforms should behave as common carriers if they wish to enjoy the protections that attend that status. They should not get to enjoy immunity from lawsuits for content on their platforms, while censoring content on their platforms. It should be one or the other.
I predict that all of them would default to a hands-off stance instead of the other because it would have lower legal risk--no matter how hard a company tries to moderate all wrong-think off their platforms, somebody somewhere will get mad about something and sue sometime.

This is the way I hope it goes.
At a minimum, a common carrier should be able to block traffic that is harmful to the network (DDOS) or abuses the network (SPAM).
Beyond that, it gets hard.
On a copper POTS line, At&t couldn't prevent Bob and Alice from discussing Eve. At&t was obviously a carrier.
On a paper newspaper, the Tennessean could choose not to run Bob's editorial disparaging Eve. If they chose to run that but not Eve's rebuttal, that is an editorial choice. I have difficulty with allowing them to make that choice and simultaneously claiming immunity from the implications of that decision.
