The Trump administration is expected to issue a proposal in coming weeks that would make it harder for legal immigrants to become citizens or get green cards if they have ever used a range of popular public welfare programs, including Obamacare, four sources with knowledge of the plan told NBC News.
The move, which would not need congressional approval, is part of White House senior adviser Stephen Miller's plan to limit the number of migrants who obtain legal status in the U.S. each year.

I said months ago, it's the 21st century, chain migration and visa lottery are outdated. They hurt our economic and they hurt our national security. I said, we need MERIT-BASED.
And you're asking, what about Viktor & Amalija, where's the merit? No merit, right? Believe me, I said that exact thing to Melanie many times. I told her we need much tougher rules. To keep those people -- and people like them -- OUT. But especially, to keep Viktor & Amalija out. Unfortunately I didn't keep Viktor & Amalija out. They beat me. They had a head start, they came in 10 years ago. And I could have been quicker. I absolutely could have been quicker, that's so true.
