CRTC declares broadband internet access a basic service

The Canadian Radio-television and Telecommunications Commission (CRTC) (on December 21, 2016) declared that broadband access Internet service is now considered a basic telecommunications service for all Canadians. The CRTC is also setting ambitious new speed targets and creating a new fund that will invest up to $750 million over and above existing government programs.

With today's ruling, the CRTC has set new targets for internet service providers to offer customers in all parts of the country download speeds of at least 50 megabits per second (Mbps) and upload speeds of at least 10 Mbps, and to also offer the option of unlimited data.

From my experience, those speed targets require two bonded pairs for DSL (Each wire pair gets you 25Mbps up, 5Mbps down + headroom).
