Migrant crisis in Germany

It looks like Germany is trying to annoy the population enough to get the AfD (the "alt-right" of Germany) into power.

Hamburg has just - for the first time - taken over private apartments for use by migrants. The apartments will be renovated, the renovations costs will be billed to the owners, and then the apartments will be handed over to refugees. Of course, these particular apartments have been empty for a long time. However, it's the second step down the road (the first was doing the same for empty commercial properties). The next step will be properties that have become empty more recently.

The cherry on top: The state decides what renovations to do, who gets to do them, and then sends the property owner the bill. Undoubtedly the owner will be held responsible for repairs as well, even though the owner had no say in choosing the renters.

The key question: What rights do you, as a property owner have? What rights should you have?
