Russia’s top court ruled Tuesday that the Telegram messaging app can must provide user data to Russian security services when asked. The decision is based on the 2016 law requiring that messaging services provide authorities with means to decrypt user correspondence.
The security agency, known as the FSB, argued in court that obtaining the encryption keys doesn’t violate users’ privacy because the keys by themselves aren’t considered information of restricted access. Collecting data on particular suspects using the encryption would still require a court order, the agency said.
Telegram plans to appeal. Many other articles go on about "end-to-end" encryption, which is far scarcer than marketing brochures would have us believe. Telegram [gizmodo.com] is somewhat infamous for playing with homegrown encryption [schneier.com].
