No, this is a red herring. The cover pages themselves are not classified. I know this for a fact because I have a security clearance. That being said, in my experience, where I work we tend to shy away from showing cover pages in public: just the title of the document can trigger FOIA requests. But then, at this point there is no telling with how many people working for foreign governments Donny Tinyhands has been sharing these documents.

I got thinking about all the talk of "damage assessment" around this mess, and it's pretty horrific when you think about it, primarily because a) There will likely be no realistic way to know who if anyone may have had access to any of this, and b) in many cases the feds may have no choice but to err on the side of caution.

I think that (b) above may be where the most damage happens, and there's likely not much choice in the matter. It's not like they can tell some agent or asset in the field that their identity was loosely floating around Trump's tacky palace with little or no security, but "we don't think anyone saw it, but then again, you might get killed.". The same could be true for things like surveillance and wire taps, which they may no longer be able to trust, because those under surveillance might know about it, but choose to leave everything in place to feed us false information.

Trump lawyer Chris Kise contended that the former president should be held to a different standard to others who have been prosecuted for mishandling sensitive records and documents. “This is not a case about some Department of Defense staffer stuffing military secrets into a paper bag and sneaking out into the middle of the night. This is about presidential records in the hands of the 45th president of the United States,” Kise told the judge.

As for the more detailed inventory list, he said, it’s “what you would expect if you looked through a bunch of boxes that were moved in a hurry from a residence or an office. It contains all sorts of things."

This excuse deserves exactly zero sympathy. We knew the morning after the presidential election that Trump had probably lost the election. Within a few days, it was very certain, as the mailed ballots were counted. It was plainly obvious that Trump had lost. Preparations to move out of the White House could have and should have started then, back in the second or third week of November 2020. Nobody forced Trump to spend the next several weeks rage posting bullshit to Twitter and concocting absurd and easily debunked allegations of massive fraud. He chose to do this when, instead, he should have been preparing for a transfer of power to the Biden administration. This is 100% on Trump.

There was plenty of time to sort through documents, but Trump spent the time inciting an insurrection instead of behaving like a president. The task would have also been easier if classified information hadn't been mishandled throughout Trump's presidency. But we're supposed to believe this lame ass excuse that everything had to be packed up in a few days. Funny how this hasn't been an issue for prior administrations. The last one-term president, George H. W. Bush, didn't seem to have this problem. Of course, Bush accepted his defeat and peacefully transferred power to Clinton.

Sorry, we shouldn't accept the excuse that Trump was too busy committing treason against the United States of America to move out of the White House in an orderly manner. Cry me a fucking river.
