I have noted before that Zelensky talks too much, demands too much, demonizes the Russians, and canonizes his own forces. Here, we can put to rest the assertion that bombing cities is Russia's preferred tactic, or strategy.
“The Russians fight poorly in the cities,” Mr. Podolyak said. “In the cities, it is possible to maneuver, and find cover, and you minimize losses; you can resist a longer time and inflict significant casualties on the Russians.”
There you have it. The ongoing destruction of Ukrainian cities is a choice that has been made by Ukraine, not Russia.
Let it be noted, that time and again, we have seen cities evacuated after Russian forces have overrun the cities. Ukraine won't evacuate the city a week before expected combat, it seems they prefer to keep their civilian human shields around. How can you demonize Russian artillery, if you don't have mounds of dead civilians to point to?
What we don't see yet, is an open admission that Ukraine sets up it's own rockets, artillery, anti-aircraft and more in apartment complexes.
Further, there is a rumor (remains unverified by myself) that Ukraine hands anti-tank and other weaponry to civilians in those apartment complexes, telling them to fire any appropriate target.
Time and again, we've seen apartment buildings hit, but few people bother to ask, "Why would the Russians be targeting an apartment?"
People, if your own army is setting up artillery, rockets and anti-tank weaponry in your apartment building, then your own army is not on your side.
Ukraine's story is much like Israel's story. Ain't no 'good guys' involved. Ukrainian leadership has made the cold, calculating decision to fight inside the cities.
“The Russians fight poorly in the cities,” Mr. Podolyak said. Geez, I wonder why. And, it seems that Ukrainians are pretty damned good at it! A scorched earth policy is a relatively easy decision for those who don't really care about the people living on that scorched earth!

There is an ancient Chinese stratagem: He who provides unsubstantiated grace to enemy denies it to himself.
Wasting civilian population by keeping them in cities under frontal attack as human shields with the purpose to slow advance of adversary is a common tactics, routinely used by Wehrmacht in WW2 on occupied Soviet territories and, quite not surprising to me, actual tactics used by U.S. Army in later major conflicts, observably in Korea, Vietnam and Syria. Against Russians it works well effective as a slowdown, just because for centuries of culture where human life (not money) is top value, Russians are too considerate to civilian population even if those are enemy nations.
The key factor of doing this by purpose is time factor. It is just a method of trading humans for time.
But Americans themselves evolved this tactics to even more outrageous modern model: methodical deploying heavy artillery in residential areas. Yes, this is a war crime by international law books. When long range artillery duel happens, nearby residential buildings inevitably suffer heavy damage. The same for anti-aircraft positions and their elimination by air strikes.
The key factor of doing this by purpose is propaganda factor. It is a method of trading small military assets and large civilian assets and humans for visual media glory.
Both tactics are specifically taught in all western military academies of all NATO members, and as such, Ukrainian forces trained by NATO advisors were specifically learned to use these tactics. They were suggested to do so with impunity, and they do it with enthusiasm, for it's just "more killing of White Niggers" for them.
I still remember advertising in Canadian hunter magazine for "White Niggers Safari", recruiting snipers. "White niggers" is an old nick for Russians both in Texas and Canada Nazi diaspora communities (here by Nazi, I mean both Hitlerists and Banderists).
The only thing I do not understand about current situation is, how could be they such stupid escalating for years and thinking what? That the Russians will let them murdering people on streets and in homes forever and keep to do nothing about it? Donetsk and Luhansk secession happened after Odessa arson on May 2, 2014, with about 60 victims burned alive in the Palace of Trade Unions.
There was a 15 000 civilian victims of regular artillery bombardment of Donetsk for 8 years in a row. For the first if Ukrainians considered this a part of their own territory, they were bombing their own population!
But no, they considered it just ethnic cleansing and nothing else.
If anything of that happened to me, I would be the first one to rebel against such a state.
Of course, Putin is by today the worst of the bad. I wonder who's be next...
