We have had to activate anti-spam measures.

    If I set the spam modifier at -1 somehow the spam comments still show up more than the other stuff.

    You have to set all the other modifiers to +1 and then your threshold to 0. It screws up the displayed score a bit, but it will hide the spam modded comments.
