Tory Bruno reveals Chinese company tried to infiltrate ULA's supply chain

A supplier of software used in machine tools at United Launch Alliance's rocket factory turned out to be partially owned by Chinese interests, ULA's CEO Tory Bruno said on a virtual fireside chat aired Sept. 15 during the Air Force Association's Air Space Cyber Conference.

Bruno revealed the incident in a pre-recorded video in response to a question from Lt. Gen. David Thompson, vice commander of the U.S. Space Force.

Thompson noted that China has been known to steal U.S. intellectual property and exfiltrate sensitive data from systems "to catch up and move forward quickly" in the development of advanced technology. China is "working their way into our supply chains. What are you all doing about that?" Thompson asked Bruno.

Bruno said the Chinese-owned vendor identified in ULA's supply chain was a provider of software for tools used to manufacture the company's next-generation rocket Vulcan Centaur. Because the issue was detected quickly, no sensitive information was extracted by that supplier, Bruno said.

The Pentagon has shown growing concern about the problem and continues to impose cybersecurity requirements on contractors. "But I have to tell you this is just shocking in terms of the scale and ubiquity of this threat and this effort on the part of China to not only gain access to intellectual property through traditional means — hacking or espionage — but through infiltration of the supply chain," Bruno said.

The really shocking question would be, "Why did we ever go down this road?" And, the answer, of course, is pure greed. Our greedy corporate masters wanted to open up Chinese markets, and our greedy governmental masters agreed.

"There are a BILLION potential customers to be exploited in China! We've got to open up China to exploitation! And, look at all that cheap labor!"

But, the exploitation goes both ways.

I'm assuming, you're referring to Guantanamo? As that's the only "legally and morally" gray area, that I can think of. We did put American citizens of Japanese origin in what could be called "concentration camps". It's decidedly not a good thing and Most Definitely shouldn't be something we support indefinitely. Yet, here we are, with people still afraid after the one terrorist attack nearly 20 years ago.

Comparing Guantanamo to the Uighur camp in China, yeah, that's stupid.

China’s Monstrous Abuse of Uighur Women [nationalreview.com]

Last week, drone footage, verified by Western intelligence agencies, emerged from Northern China. It showed Uighur Muslims bound and blindfolded, with shaven heads, being loaded onto trains that were likely headed for detention camps.
        [...]
“According to your own local government statistics, the population growth in Uighur jurisdictions in that area has fallen by 84 percent between 2015 and 2018. 84 percent.”
        [...]
In 2017, according to official directives uncovered by the Victims of Communism Memorial Foundation, government officials backed by armed law-enforcement officers were instructed to “leave no blind spots,” “contain illegal births and lower fertility rates,” “test all who need to be tested,” and “detect and deal with those who violate policies early.”
        [...]

        • Tursunay Ziyawudun said she was injected until she stopped having her period, and kicked repeatedly in the lower stomach during interrogations. She now can’t have children and often doubles over in pain, bleeding from her womb.”
        • “Gulbahar Jelilova confirmed that detainees in her camp were forced to abort their children. She also saw a new mother, still leaking breast milk, who did not know what had happened to her infant. And she met doctors and medical students who were detained for helping Uighurs dodge the system and give birth at home.”
        • Gulzia Mogdia was also forced to have an abortion when she became pregnant with her third child. “Medics inserted an electric vacuum into her womb and sucked her fetus out of her body,” after which she was “taken home and told to rest, as [officials] planned to take her to a camp.”

Some survivors recalled being suddenly “force-fed birth control pills” and “injected with fluids.” One had to recite her crimes (“I gave birth to too many children”) whenever officials came near her cell. Another remembered that a pregnant woman in her camp’s “class” had suddenly disappeared.

But, sure, keep comparing the two.

Yeah, you give up certain rights when you become a criminal. Now, the forced sterilizations, sounds like a pretty bad thing. Yet, they wouldn't be in that situation, if they had entered the USA legally. Each person there had their own reasons for entering the USA illegally. Those are detention camps for illegal immigrants, not concentration camps. We're not rounding up a whole bunch of people that fit a specific set of ethnic, social, or political criteria. We're detaining illegal immigrants, of which there is a large number. You'd think that people would stop trying to enter the country illegally, if said camps were so awful. Perhaps, the risk is worth it? Perhaps, their alternatives are worse? That's a sad thought, but quite possibly a reality for most of them. Conflating detention of illegal immigrants with concentration camps or "re-education camps" like China is doing with the Uighurs, is disingenuous at best.
The Fate Of Uighur Muslims In China: From Re-education Camps To Forced Labor [forbes.com]

According to a recent report published by the Australian Strategic Policy Institute (ASPI), between 2017 and 2019, the Chinese Government facilitated the transfer of Uighur Muslims and other ethnic minorities from Xinjiang to factories in various parts of China.

The allegations come several months after the situation in Xinjiang hit the headlines with reports of the mass incarceration of Uighur Muslims in so-called “re-education camps.” According to them, there are an estimated one million (if not more) Uighur Muslims detained in so-called “re-education camps” which are designed to strip them of their religious and ethnic identity and replace it with absolute loyalty to the state.
            [...]
Furthermore, we also can play a role in stopping the situation. The businesses that may flourish in supply chains based on forced labor should not receive the support of anyone purporting to respect human rights. It is also time for big (and expensive) brands to stop making profit off the back of the abuse and exploitation of people. We pay good money for their products. We expect good quality. But we also expect that the products are ethical, not the product of modern day slavery, produced in pain and blood of repressed people and whole communities.

Illegal border crossing is considered a crime, and captured illegal border crossers have been sentenced to prison terms. For example, Rossiyskaya Gazeta reported in October 2008 the case of a North Korean who was detained after illegally crossing the Amur River from China. Considered by Russian authorities an "economic migrant", he was sentenced to 6 months in prison and was to be deported to the country of his nationality after serving his sentence, even though he may now risk an even heavier penalty there. That was just one of the 26 cases year-to-date of illegal entrants, of various nationalities, receiving criminal punishment in Amur Oblast.[159]

Illegal Immigration is by definition illegal. Now, we don't charge people with illegal immigration and send them to prison, but it's a reasonable option. Perhaps instead, they could pay a fine, and be deported. The problem is that they likely have little or no money, so you end up with a large number of illegal immigrants and have to figure out what to do with them. Thus, you end up with detention centers, and as all bureaucracy goes, it's slow.

Then again, maybe, if we taxed the corporations a bit more, we could be a bit more open to letting more immigrants in, no matter their status.

              > Illegal Immigration is by definition illegal.

Illegal Islamism is by definition illegal. Now, we don't charge people with illegal Islamism and send them to prison, but it's a reasonable option. Perhaps instead, they could pay a fine, and be deported. The problem is that they likely have little or no money, so you end up with a large number of illegal Muslims and have to figure out what to do with them. Thus, you end up with detention centers, and as all bureaucracy goes, it's slow.

Your argument is not logical while you rely on the law. You have to go back a step and describe why being an Illegal Immigrant is immoral (or something).

I only lightly skimmed over the article and didn't find anything that read like there had been a breach or data theft, or even that potential backdoor code had been found.

The whole issue seems to be that some of the software provided for a US CNC manufacture's machines is made by a firm that is owned be a Chinese company. That is all. Nothing illegal in that unless there are some sanctions being violated..

Was there actually any proven risk, like back door code in the software, did it phone home, etc., was there any IP theft at all?
