Cities do a lot of crazy things. Many of the ordinances try to force upon the citizens an unrealistic fantasy vision of how cities should be. Too much of that vision isn't even all that nice. Other ordinances are just corrupt money grabs. For instance, the primary purpose of parking meters is revenue, and not the penny ante stuff, they want the much bigger $ to be had from violations. I never park at metered spots. Have seen too much cheating, like, timers running too fast. Downtown can rot before I'll visit, if a visit means I have to use a metered spot.
All these petty rules about what you can't do. Enforcement departments are hotbeds of fascism, with the police forces merely being the most visible and notorious. The reason the southern US has so many privacy fences is to keep the city from harassing the residents about whatever is going on in their yards.

LOL, yeah, that's a common justification that is, of course, not just wrong, it does the opposite. Gives criminals more places to hide. For millennia, people have believed too much in the protective power of walls.
There are several other reasons to have a fence: 1) keeps the dog confined in the back yard and 2) keeps neighborhood kids who can't swim from falling into and drowning in your pool, if you have one. Have to fence off a pool. It's simply a good idea, just from the standpoint of safety for children, regardless of any legal requirements. I very much prefer not having a pool. Maintaining a pool is one enormous burden and expense I'm more than happy to let a city handle-- one of the things a city is good for.

"Cities as Machines" has been done before. Mies van der Rohe [wikipedia.org]'s boxes of steel and glass typify its aesthetic. Actual humans hate it, though, because it doesn't feel human. Ask yourself if you'd rather travel to walk the alleys of Mykonos or the antiseptic streets of Chicago's Gold Coast.
And that's just the aesthetics of it. On a more practical level, cities already spend all their time repairing the infrastructure they have. Often, they can't keep up with that. So proposing we implement the measures TFA is talking about jumps several levels of competence past where we are.
