Recently, a friend of mine asked me to help her 17 year old son build a gaming PC. Here are the components:

And yes, there is no mouse listed. The hardware looks to me like it would make a good gaming PC, but I'm not sure that Windows 8 is appropriate.
My question is: Is there any reason to choose Windows 7 over Windows 8 for gaming? As an additional question; is there a particular Linux distro that is well suited for hardcore PC gaming?
