It appears that either people don't know better or nobody actually bothers to read giant text documents these things before signing them and agreeing. The Brexit deal between the EU and the UK contains references to a lot of quite old tech and software such as Netscape Communicator 4 or that encryption and hashing with SHA-1 and 1024-bit RSA. So either they don't know better, don't care, just copy-pasted large sections of it from old documents or I guess nobody just bothered to read it all, that is what lawyers are for or something.
