The corrected submission is the one that was rejected with the reason being that "I should correct it myself and re-submit" which is exactly what the second rejected one was. Unless there's some way to correct existing submissions, I simply don't understand what you want me to do(?). Hardware requirements aside, ATSC 3.0 will have DRM which, as I understand it, will make recording impossible. I know there are far worse things going on in Washington now, but wow this sucks.
