Islamic State is likely to use car bombs and other explosive devices as it seeks to carry out more atrocities in France.

Speaking in an inquiry by the French parliament, the official cited as obstacles to tracking criminals

the ability of terrorists to use encrypted internet software; a legal ban on surveillance of suspects once they have been charged with offences; and the ability of terrorists to travel undetected into and around Europe.

Subsequently, a tractor-trailer was driven "for two kilometres through packed crowds [thelocal.fr]" of people celebrating Bastille Day in Nice. The driver, who was shot dead by police, is reported to have been shooting as he drove. Prosecutors say 77 people were killed in the attack. No connection to the Islamic State has been established.
