Health care costs are expanding in many developed countries like Canada, and governments are seeking ways to contain costs while maintaining a healthy population. Treating the social determinants of health like income, education, or social and physical living environments through spending on social services can help address the root causes of disease and poor health. However, health spending continues to make up the lion's share of spending.

Is it time For open processors? Jonathan Corbet over at lwn.net seems to think so. He lists several ongoing initiatives such as OpenPOWER, OpenSPARC and OpenRISC, but feels that most of the momentum is in the RISC-V architecture right now.

Given the complexity of modern CPUs and the fierceness of the market in which they are sold, it might be surprising to think that they could be developed in an open manner. But there are serious initiatives working in this area; the idea of an open CPU design is not pure fantasy.

[...] Much of the momentum these days, instead, appears to be associated with the RISC-V architecture. This project is primarily focused on the instruction-set architecture (ISA), rather than on specific implementations, but free hardware designs do exist. Western Digital recently announced that it will be using RISC-V processors in its storage products, a decision that could lead to the shipment of RISC-V by the billion. There is a development kit available for those who would like to play with this processor and a number of designs for cores are available.

Unlike OpenRISC, RISC-V is intended to be applicable to a wide range of use cases. The simple RISC architecture should be relatively easy to make fast, it is hoped. Meanwhile, for low-end applications, there is a compressed instruction-stream format intended to reduce both memory and energy needs. The ISA is designed with the ability for specific implementations to add extensions, making experimentation easier and facilitating the addition of hardware acceleration techniques.

[...] RISC-V seems to have quite a bit of commercial support behind it — the RISC-V Foundation has a long list of members. It seems likely that this architecture will continue to progress for some time.

Scientists working to advance the frontier of knowledge frequently also need to invent their tools along the way. Sometimes these are interesting little hacks to get a job done. Recently some researchers found ancestors of moths and butterflies older than any previously known by analyzing tiny scales found alongside ancient pollen. They needed a tool to manipulate these scales: separating them from surrounding debris, transferring them to microscope slides. The special tool was a needle tipped with a single human nostril hair.

As ancient insects were the published paper's focus, their use of nose hair tipped needle was only given a brief mention in the "Materials and Methods" section. Interviews by press quoted researchers' claim that nose hair has the right mechanical properties for the job, without further details. Not even a picture of the tool itself. What properties of insect scales made them a good match with the properties of nose hair? Was there a comprehensive evaluation of multiple types of hair for the task? Would we regret asking these questions?

For years, Google used an in-house Linux distribution called Goobuntu (based on Ubuntu LTS releases), as its development platform. No more.

After more than five years with Ubuntu, Google is replacing Goobuntu with gLinux, a Linux distribution based on Debian Testing.

[...] As MuyLinux reports, gLinux is being built from the source code of the packages and Google introduces its own changes to it. The changes will also be contributed to the upstream.

[...] How does Google plan to move to Debian Testing? The current Debian Testing release is upcoming Debian 10 Buster. Google has developed an internal tool to migrate the existing systems from Ubuntu 14.04 LTS to Debian 10 Buster. Project leader Margarita claimed in the Debconf talk that tool was tested to be working fine.

Google also plans to send the changes to Debian Upstream and hence contributing to its development.

[...] Back in 2012, Canonical had clarified that Google is not their largest business desktop customer. However, it is safe to say that Google was a big customer for them. As Google prepares to switch to Debian, this will surely result in revenue loss for Canonical.

Exclusive: U.S. sanctions curb Microsoft sales to hundreds of Russian firms

Two of Microsoft's official distributors in Russia have imposed restrictions on sales of Microsoft software to more than 200 Russian companies following new U.S. sanctions, according to notifications circulated by the distributors.

While much of the focus around U.S. sanctions has been on ways they are being skirted, the moves by the Russian distributors show how tougher restrictions that came into force on Nov. 28 are starting to bite.

[...] One of the two Microsoft distributors, a Russian company called Merlion, said in its notification to partners that all sanctioned buyers of Microsoft licenses must pay within tight deadlines, or even pay upfront in some cases.

The second distributor, RRC, said in its notification, seen by Reuters, that "serious restrictions are being introduced" on Microsoft orders from firms subject to U.S. sanctions.

Both Merlion and RRC cited rules stemming from the new package of U.S. sanctions - signed into law on Aug. 2 for Russia's involvement in Ukraine and cyber attacks - as the reason for the additional restrictions.

Microsoft challenges Chromebooks with $189 Windows 10 laptops for schools

Microsoft is making a bigger push to keep students and teachers using Windows this week. At the annual Bett education show in London, Microsoft is revealing new Windows 10 and Windows 10 S devices that are priced from just $189. The software giant is also partnering with the BBC, LEGO, NASA, PBS, and Pearson to bring a variety of Mixed Reality and video curricula to schools.

Lenovo has created a $189 100e laptop. It's based on Intel's Celeron Apollo Lake chips, so it's a low-cost netbook essentially, designed for schools. Lenovo is also introducing its 300e, a 2-in-1 laptop with pen support, priced at $279. The new Lenovo devices are joined by two from JP, with a Windows Hello laptop priced at $199 and a pen and touch device at $299. All four laptops will be targeted towards education, designed to convince schools not to switch to Chromebooks.

Hadrian is not the first large-scale industrial robot that can complete a whole build from start to finish. It's not even the first outdoor construction robot.

What's remarkable is it's both. As Mike told me, "Anything you can build inside a factory ... we're getting really, really good at. Trouble is, nothing's happening outdoors."

That's because environmental factors like wind and temperature variations can make life difficult for robots outdoors.

Most robots can't adjust to small, quick changes in wind or temperature fast enough to keep up.

That's fine if little wobbles won't make a big difference. But when you're working on something as large-scale as building a house and a light breeze could lead to bricks being laid way out of position, it can get very dangerous.

So up till now, any robot building on such large scales had to be indoors in minutely controlled environments.

Hadrian has overcome this problem using the precision technology Dynamic Stabilisation Technology (DST). DST was developed in Perth by Mike's cousin, Mark Pivac, back in the early 2000s. The computer program measures environmental factors an astounding 2000 times per second, then accounts for them in real time.

If robots replace the construction workers, who then will wolf whistle?

[City of New York] Patrolmen’s Benevolent Association boss Pat Lynch slashed the maximum number of cards that could be issued to current cops from 30 to 20, and to retirees from 20 to 10, sources told The Post.

The cards are often used to wiggle out of minor trouble such as speeding tickets, the theory being that presenting one suggests you know someone in the NYPD.

The rank and file is livid.

“They are treating active members like s–t, and retired members even worse than s–t,” griped an NYPD cop who retired on disability. “All the cops I spoke to were . . . very disappointed they couldn’t hand them out as Christmas gifts.”

Acoustic levitation?

Acoustic tractor beams use the power of sound to hold particles in mid-air, and unlike magnetic levitation, they can grab most solids or liquids. For the first time University of Bristol engineers have shown it is possible to stably trap objects larger than the wavelength of sound in an acoustic tractor beam. This discovery opens the door to the manipulation of drug capsules or micro-surgical implements within the body. Container-less transportation of delicate larger samples is now also a possibility and could lead to levitating humans.

Researchers previously thought that acoustic tractor beams were fundamentally limited to levitating small objects as all the previous attempts to trap particles larger than the wavelength had been unstable, with objects spinning uncontrollably. This is because rotating sound field transfers some of its spinning motion to the objects causing them to orbit faster and faster until they are ejected.

The new approach, published in Physical Review Letters today [Monday 22 January], uses rapidly fluctuating acoustic vortices, which are similar to tornadoes of sound, made of a twister-like structure with loud sound surrounding a silent core.

[researchers] have found an unusual candidate to help concrete heal itself: a fungus called Trichoderma reesei.

We initially screened about 20 different species of fungi in order to find one that could withstand the harsh conditions in concrete. Some we isolated from the roots of plants that grew in nutrient-poor soils, including from the New Jersey Pine Barrens and the Canadian Rocky Mountains in Alberta.

We found that as calcium hydroxide from concrete dissolved in water, the pH of our fungal growth medium increased from a close-to-neutral original value of 6.5 all the way to a very alkaline 13.0. Of all the fungi we tested, only T. reesei could survive this environment. Despite the drastic pH increase, its spores germinated into threadlike hyphal mycelium and grew equally well with or without concrete.

We propose including fungal spores, together with nutrients, during the initial mixing process when building a new concrete structure. When the inevitable cracking occurs and water finds its way in, the dormant fungal spores will germinate.

As they grow, they'll work as a catalyst within the calcium-rich conditions of the concrete to promote precipitation of calcium carbonate crystals. These mineral deposits can fill in the cracks. When the cracks are completely caulked and no more water can enter, the fungi will again form spores. If cracks form again and environmental conditions become favorable, the spores could wake up and repeat the process.

The spores wake up when cracks form in concrete and admit moisture.

Boris Johnson recently suggested that the UK could construct a bridge to France, which would cross the English Channel and span at least 20.7 miles (33.3 km):

Mr. Johnson, the British foreign secretary, raised the notion in a summit meeting with French officials on Thursday, according to people briefed on the talks. The two nations agreed to convene a panel to explore big projects, and Mr. Johnson wrote on Twitter: "Our economic success depends on good infrastructure and good connections. Should the Channel Tunnel be just a first step?" The idea generated extensive news coverage and even more ample mockery on social media, where the hashtag #BorisBridge quickly gained popularity.

[...] In 1930, the British Parliament only narrowly rejected a proposed tunnel, and in the 1960s, officials in both countries confidently declared that construction of some kind of crossing was imminent.

But in an island nation whose best defense against continental armies has always been the Channel, generations of military and political leaders saw proposed bridges and tunnels as potential invasion routes. Lately, the Channel Tunnel has beckoned intruders of a different sort: migrants from Africa and the Middle East hoping to reach Britain.

The Channel Tunnel already exists:

Proposed Channel bridges have, at various times, been dismissed as possible threats to navigation. (The Dover Strait, at the Channel's narrowest point, is one of the world's busiest shipping lanes, currently used by over 400 commercial vessels a day, according to the British Maritime and Coastguard Agency.) And even when the political will existed to build a crossing, coming up with the money was always a challenge.

The Channel Tunnel, opened in 1994, cost more than $10 billion to build, and was not heavily used at first, raising questions about whether it was worth the expense. But it now carries more than 10 million passengers and more than 20 million tons of freight annually.

It seems: Montana becomes first state to implement net neutrality after FCC repeal.

Montana Gov. Steve Bullock (D) signed an executive order on Monday requiring internet service providers with state contracts to abide by net neutrality principles.

The order makes his state the first to push back on the Federal Communications Commission's decision to repeal the open internet rules last month.

[...] The order says that in order to receive a contract with the state government, internet service providers must not engage in blocking or throttling web content or create internet fast lanes. Those practices were all banned under the Obama-era 2015 net neutrality order.

The Republican FCC voted to dismantle those rules in December.

The FCC's repeal includes a ban on states implementing their own net neutrality rules, but Democratic-controlled legislatures around the country are eager to challenge that provision.

[...] "When the FCC repealed its net neutrality rules, it said consumers should choose," Bullock said in his statement. "The State of Montana is one of the biggest consumers of internet services in our state. Today we're making our choice clear: we want net neutrality."

We may end up with many different state net neutrality laws for ISPs to comply with.

Neutron-star merger yields new puzzle for astrophysicists

The afterglow from the distant neutron-star merger detected last August has continued to brighten – much to the surprise of astrophysicists studying the aftermath of the massive collision that took place about 138 million light years away and sent gravitational waves rippling through the universe.

New observations from NASA's orbiting Chandra X-ray Observatory, reported in Astrophysical Journal Letters, indicate that the gamma ray burst unleashed by the collision is more complex than scientists initially imagined.

"Usually when we see a short gamma-ray burst, the jet emission generated gets bright for a short time as it smashes into the surrounding medium – then fades as the system stops injecting energy into the outflow," says McGill University astrophysicist Daryl Haggard, whose research group led the new study. "This one is different; it's definitely not a simple, plain-Jane narrow jet."

The static test fire of the Falcon Heavy, already delayed several times in recent days, has now been delayed due to the U.S. government shutdown:

SpaceX will be unable to test fire its three-core Falcon Heavy rocket at Kennedy Space Center due to the government shutdown, further delaying checkout operations ahead of the rocket's demonstration flight, the 45th Space Wing said Sunday.

"Due to the shutdown removing key members of the civilian workforce, the 45th Space Wing will not be able to support commercial static fires taking place on KSC," the Wing said, further noting that launch operations at KSC and Cape Canaveral Air Force Station are also on hold until the shutdown is resolved.

SpaceX teams have fueled the 230-foot-tall Falcon Heavy rocket at pad 39A at least twice ahead of the static test fire, which is essentially a test before the test – engineers will examine data from the 12-second firing of the rocket's 27 Merlin main engines before giving the all clear to launch on its premiere mission.

A more recent article at Ars Technica notes SpaceX gets good news from the Air Force on the Zuma mission:

A little more than two weeks have passed since the apparent loss of the highly classified Zuma mission. Since then, SpaceX has publicly and privately stated that its Falcon 9 rocket performed nominally throughout the flight—with both its first and second stages firing as anticipated.

Now, the US Air Force seems to be backing the rocket company up. "Based on the data available, our team did not identify any information that would change SpaceX's Falcon 9 certification status," Lieutenant General John Thompson, commander of the Space and Missile Systems Center, told Bloomberg News. This qualified conclusion came after a preliminary review of data from the Zuma launch. That's according to Thompson, who said the Air Force will continue to review data from all launches.

Ars Technica has described how "far-right" critics of SpaceX (such as The Federalist) have attacked the company following the apparent failure to deploy a secretive "Zuma" spy satellite payload for the U.S. government. Northrop Grumman could be responsible for the failure of the payload to separate from the Falcon 9's second stage, but nobody will confirm that officially. During a recent hearing about commercial spaceflight, one Congressman brought up the claims of a Forbes hit piece written by the COO of an institute backed by the United Launch Alliance (ULA):

Now, at least one of the post-Zuma criticisms can be linked to SpaceX's competitors in the launch industry: Boeing and Lockheed Martin, the parent companies of United Launch Alliance. A recent opinion article in Forbes raised like-minded concerns about SpaceX's reliability under the rubric of "doubts." This was authored by Loren Thompson, chief operating officer of The Lexington Institute, which derives revenue from contributions by Lockheed, Boeing, and other major defense companies.

Thompson's article appeared to be coordinated with a hearing on commercial spaceflight this week in the US House. While most representatives asked good, probing questions about delays in the commercial crew program—the effort by Boeing and SpaceX to build spacecraft to carry astronauts to the International Space Station—Congressman Mo Brooks was an exception.

Brooks represents the northern tier of Alabama, including the Decatur region where United Launch Alliance builds its rockets. During the hearing, Brooks said, "I'm going to read from an article that was published earlier this week, entitled 'Doubts about SpaceX reliability persist as astronaut missions approach;' it was in Forbes magazine." Brooks, who has received about $70,000 in donations from Lockheed and Boeing during his congressional career, then went on to read critical parts of the piece into the record.

[...] If SpaceX truly did no wrong, which seems likely, full exoneration for Zuma will probably only come through one of two ways. The payload adapter's manufacturer, Northrop Grumman, could admit to a fault. (The company has so far not commented). Alternatively, the US government could announce the cause of the failure. (So far, the Pentagon will not even acknowledge there was a failure of Zuma). Neither seems likely in the near term, if ever.

The uncertainty after Zuma, therefore, has offered fertile ground for SpaceX's critics to reemerge after the company's success in 2017. In the meantime, its commercial satellite customers seem content.
